The DJI Neo costs £119.00 and is rated 4.6 stars from 11,700 ratings — the deepest sample in this ranking — and it weighs 135 grams.

It takes first place because that weight is below the 250g threshold that decides whether you need a pilot certificate, because the price is the lowest here for a current model, and because its 11,700 ratings are the family's rather than its own.
