It is second rather than first because of two words buried in the bullets: hand operated. You provide the pumping, which is why there is no motor in the price — and why the listing quotes log lengths in inches on a UK page, 46cm maximum and 34.3cm minimum.

No. The bullets describe it as hand operated, so you pump the ram yourself — which is why ten tonnes costs less here than seven tonnes does on the electric models.
How much wood can it take?
Maximum log length 460mm and minimum 343mm, quoted as 18 and 13.5 inches in the listing. Shorter logs will not sit in the frame.
Why is it cheaper per tonne than the electric splitters?
Because there is no motor or pump drive in the price. Your arms are the motor.
